昭和24年5月に通商産業省が設立されたため、それまでのものは商工省、その後は通商産業省の所管である。, A pilot census conducted in preparation for the implementation of the nationwide Census of Commerce from 1952 onward. The pilot census was conducted in Yokkaichi City, Mie Prefecture, on November 15, 1948; Niigata City, Niigata Prefecture, in March 1949; the 23 wards of Tokyo as well as Kofu City, Yamanashi Prefecture, on August 1, 1949;  Yamagata City, Yonezawa City, Tsuruoka City, Sakata City, and Niiza City, Yamagata Prefecture, on October 1, 1949; Takamatsu City, Marugame City, and Sakaide City, Kagawa Prefecture, and Kagoshima City, Kagoshima Prefecture, on November 1, 1949; Nagoya City, Aichi Prefecture, on November 1, 1950; in 27 cities including Osaka City, Kyoto City, Sapporo City, Sendai City, and Yokohama City, on July 1, 1950; and in 167 cities including Kobe City, Hiroshima City, Fukuoka City, and Kanazawa City on October 1, 1951. From the census survey in Niigata City onward, the census was divided into two parts, A and B, depending on the characteristics of census targets. From the census survey in the Tokyo metropolitan area and Kofu City onward, the census was conducted as the "Designated Statistics No. 23" based on the Statistics Act. 
   Since the Ministry of International Trade and Industry (MITI) was established in May 1949, the census surveys conducted until then fell under the jurisdiction of the Ministry of Commerce and Industry, while those thereafter fell under the jurisdiction of MITI., 調査範囲の自治体内の卸売・小売業。休業店を含めるか否かなど、細かい点は試験調査各回ごとに微妙に異なる。, Wholesale and retail trade establishments in the respective census areas.
