Following the pilot census conducted until the preceding year as well as the overhaul of census regulations, the scope of the census was expanded to cover all of Japan and all commerce establishments.  The census was divided into two parts: a self-administered Part A covering establishments that are corporations and/or employ regular workers, and Part B covering all other establishments., 調査時の日本標準産業分類「大分類G－卸売および小売業」に属する全国の事業所。ただし、以下のものを除く。
1.国及び公共企業体に属するもの
2.街路上にある露店、屋台、立売り等
3.神社の境内、公園または広場内にある露店
4.行商人、旅商人
5.劇場、映画館、野球場、駅のホーム等の中にある売店
6.官公庁、学校、会社、工場、病院等の中にある売店, All establishments in Japan on the date of the census falling into JSIC Division G: Wholesale and Retail Trade, except the following: 
1. Establishments belonging to the national government or to public or government corporations.
2. Road-side stalls, food stalls, street vendors, etc.
3. Stalls in the precincts of shrines, in parks or squares.
4. Hawkers and peddlers.
5. Shops within theaters, cinemas, baseball stadiums, on station platforms, etc.
