Establishments belonging to the following industry classifications in the 1954 version of the Japan Standard Industrial Classification: Division A: Agriculture; Division B: Forestry and Hunting; Division C: Fisheries and Aquaculture; Major Group 82: Households Using Domestic Servants; Division L: Government (prefectural offices, municipal town halls, etc.). Establishments engaged in agriculture, forestry, and fisheries that also operated in other industries were treated as follows: if the employees and accounts of those other activities could be separated from activities falling under agriculture, forestry, and fisheries, those other activities only were included in the census; on the other hand, if they could not be separated and the income from those other activities was greater than that from agriculture, forestry, and fisheries, the activities were all included together in the census.\n2. Establishments that closed down in the three months before the census date or that were expected to close down within three months of the census date.\n3. Establishments without paid employees, such as a labor union without a full-time employee.\n4.
