| Value | 注 1．a）この期間は，「別途会計」という名称がもちいられた．別途会計は，官業経営，公債金の収支整理，民間への貸付金の取扱い等の会計に大別される．うち官業経営については，27の官業資本金会計が設けられたが，造幣局，軍工廠等を除いて工部省の管轄であった（参照『明治前期財政経済史料集成』第17巻「工部省沿革史報告」）．本表はそれ以外の会計について整理したもの．表の起業基金，勧業資本金は民間への貸付けを示すもの．うち起業基金は，1878（明治11）年の起業公債手取金1000万円の1部が農商務省所管として貸し付けられ，勧業資本金は常用部（のちの一般会計）からの繰入れである． 2．勧業資本金には勧業委託金を含む． 3．起業基金の明治14年度計には，表題の項目のほかに「塩田修築費貸下」53.9千円を含む． 4．起業基金中の鉄道歳出は，主として京都・大津間，敦賀・大垣間の鉄道建築費．鉄道基金の歳出は主として中山道および東海道鉄道建設費． 5．整理公債金の歳出は大部分「公債償還」であり，ほかに「常用部繰入」「整理公債募集費」を含む． | |||||||||||||
