| Value | 注 1．国民所得概念に基づく政府支出の経済的分類は，1930年以降経済企画庁によって公表されている（参照：経済審議庁『日本経済と国民所得』1954年）．本表の系列は，筆者が同庁と同様の推計方式によって明治初年に遡及したものである．しかし1930年における筆者推計と企画庁推計との接合にはかなりのギャップが存在する．その理由は，（イ）振替支出のなかに含められた赤字公債の利子，（ロ）地方政府の資本支出についての企画庁推計が，カバレッジの点において，筆者の推計を下回っているためである．本表では企画庁系列に接続するための調整（推計編80～82頁参照）をほどこしたので，第7表b，cを統合したものとは一致しない（したがって文献〔VI．10．〕の英文版のTable A－6と異なっている）．なお企画庁方式は昭和27年度までと，昭和28年度以降で異なっている点に注意． 2．資本支出の昭和5～11年度のカッコ内は，筆者の推計方式を延長して企画庁推計と比較したものである． 3．財貨・サービスの経常購入については，中央・地方政府支出から次の項目が控除される．（a）中央政府内部の諸勘定間，中央政府・植民地会計間の重複．（b）振替支出；恩給，年金，軍人・遺家族扶助および生活保護費等．（c）補助金；農業団体への補助金，航空拡張・造船奨励などのための補助金．（d）貸付融資；たとえば関東大震災後の震災復興貸付けのごとき．（e）各会計から国債整理特別会計への移転部分．（f）その他；国際機関への分担金，公務死亡者遺族への下賜金，賠償金，租税戻金，企業の赤字補給金，社債利子支払いにたいする利子補給金． 4．逓信事業は，昭和8年度まで一般会計の枠内で取り扱われたが，事業が民間企業類似の性格をもつので，その部分は（1）欄の財貨・サービス購入のなかに含まれていない． 5．非企業特別会計と臨時軍事費特別会計を通じる財貨・サービスの購入についても，この控除頂目は一般会計における取扱いと同様である． | |||||||||||||
