| Value | 注 1．社会保障の概念とその範囲を3段階に区分し，〔A〕＝狭義の社会保障，〔B〕＝広義の社会保障，〔C〕＝社会保障および関連制度，とする． 2．数字は各年度毎の予算書による．ただし**印は決算書による．『社会保障年鑑』の1964年版以降に決算ベースの数字が示されている．予算ベースと決算ベースとで数字にかなりの開きがあるので比較の便宜上**印の年度について両方の数字を並べた. 3．本表（Ⅱ）の国庫負担額は，歳出予算額のうち，国が事業主の立場で負担する額を差し引いた純国庫負担額を示す（昭和31年度の社会保険国庫負担分には原資料の関係で公共企業体負担分が含まれている）．この本表（Ⅱ）のカッコ内の系列と，第13表b．とがほぼ対応している．ただし概念と範囲に若干の差があり，必ずしも対応しない場合がある．たとえば軍人恩給・遺家族援護と留守家族引揚者援護の区分，および失業対策費の範囲などである．なお本表の（6），（7），（8）欄は，1960年度以降分類が恩給と戦争犠牲者援護の2区分に組み替えられたものがえられる． 4．恩給の総費用は地方公務員を含む． 5．国庫負担額における恩給の予算額は，恩給支給額から国庫納金を差し引き，その残額に事務費を加えた額が計上されている． 6．（10）欄の失業対策は1964年度版以降雇用対策となる． | |||||||||||||
